It is always a good to check whether or not a subdivision or home is encumbered by restrictive covenants prior to purchasing a home. And if a particular neighborhood does have covenants, you need to read through them and also check to see if there is an HOA or Home Owners Association enforcing the community bylaws.
HOA's are often run by elected officials who live inside the neighborhood--usually voted into position by a winning majority of the neighborhood vote. The elected officials will, often times, hire an outside company to manage the community and help document minutes and rules created at the meetings.
Some HOA's are very restrictive and some aren't restrictive at all. For example, a recent buyer of mine in Carolina Preserve at Amberly was charged over $400 to get her name on the new HOA file.
